Qualifications
- Must have attended the Program for at least one year and be no greater than a Junior in High School
- Must have demonstrated previous leadership experience
- Must be an active member of his/her own delegation
- Must be able to speak well and easily in public
- Must be conversant with present day issues and problems facing New Jersey
- Must be willing and able to commit time to the Program throughout the year
- Must show ability to work independently and as a member of a team
- Must show ability and willingness to serve as a role model for all participants
- Must demonstrate an acceptance of the Program goals, philosophy, and rules
Duties and Responsibilities as Secretary of State
- Serves as a member of the Governor’s Cabinet and fulfills such duties as assigned
- Becomes thoroughly familiar with the overall program design
- Prepares to be sworn in as Youth Governor at the Closing session
- As a candidate attends Pre-Leg and Officer’s Training
Duties and Responsibilities as Youth Governor
- Provides the leadership model for the entire Program, reflecting the Code of Conduct and the YMCA Ground Rules
- Attends the Youth Governor’s Conference the June following his/her election
- Selects a Cabinet prior to the next Pre-Leg session
- Sets the tone for the Program with a speech given at Pre-Leg
- Presides over the Legislative Weekend, including the banquets, Opening and Closing
sessions
- Studies with the Cabinet each legislative action and prepares a response
- May develop, with legislative sponsors one Governor’s Initiative Bill per Committee
area
- Works throughout the year to insure a quality Program
- Meets with Program Staff as necessary to plan and implement the Program
- Represents the Program positively in school and in the community
Election
- Each candidate must submit five (5) copies of his/her election speech for distribution
to the Press Corps. Candidates must adhere to their written speech – the Election
Chairman shall stop any candidate who does not do so.
- Election will be held on Thursday evening of the Legislative Weekend and results
will be announced following dinner that evening.
- The Election Chairman shall designate the order of speeches. All candidates will wait
outside the room until called to speak.
- In order to insure that only those delegate who have heard each of the speeches vote, the room will be sealed beginning with the first speech and no one will be allowed to enter or leave the room once the room is sealed.
- The Election Chairman calls the first candidate by announcing his/her name only.
- Each candidate has 5 minutes to speak. The Election Chairman will time each one –
rising from his seat at the end of 4 minutes and stopping the candidate at the end of 5 minutes. Once finished the candidate will exit the room.
- After all candidates have spoken questions will be called from the Press Corp. The
same number of questions will be asked of each candidate. Questions may only
pertain to the issues covered in the speeches. Once the Press completes their
questioning, questions will be called from the floor.
Voting
Voting is done by preferential ballot which means delegates are asked to select their 1st, 2nd, and 3rd choices. The candidate who receives a majority of the votes cast is the winner.
