Procedures for the President of the Senate and Speaker
of the Assembly
- Treat all members with dignity and respect at all times.
- Take
the Chair on time, call members to order and proceed with business.
- Vote
on Bills only in the event of a tie.
- Preside over all sessions,
decide questions of order, declare all votes which are subject
to verification.
- Preserve
order and decorum.
- Take roll at prescribed times.
- • Ensure that the will of the majority prevails and that the
rights of the minority are respected.
- Adhere to the procedures
described herein.
- Ensure that all Bills receive a fair and
equitable hearing.
