PRESIDENT OF THE SENATE / SPEAKER OF THE ASSEMBLY
Qualifications
- Must have attended Youth and Government at least one year
- Must be an active delegation member
- Must have demonstrated previous leadership experience
- Must have excellent knowledge of Parliamentary Procedure
- Must have the ability to preside over large meetings
- Must be able to speak well and easily in public
- Must be conversant with present day issues and problems in New Jersey
- Must demonstrate an acceptance of the Program goals, philosophy, and rules
Duties and Responsibilities
- Presides over sessions of the Youth Senate or Youth Assembly
- Attends Officers’ Training
- May not sponsor legislation, debate on the floor, or vote except to break a tie
- Must assure that all Bills that reach the Chamber receive fair and equitable treatment
- Explains procedures to the Legislature and active decisively
- Enforces order and decorum during sessions
- Reports on Chamber activities at Closing session
- Reflects Code of Conduct and YMCA Ground Rules
- Selects with the Chamber Advisor, 3 nominees for Outstanding Statesperson
Election
- Elections are held at Pre-Leg
- Each candidate will present a 2-minute statement in support of his/her candidacy,
answer several questions, and then preside over a 5-minute mock meeting using
Parliamentary Procedure
- Candidates must remain outside of the room until called upon to speak
