Directions to the Pre-Legislative Session at The New Jersey Statehouse

 
 

PATH OF A BILL

  COMMITTEE  
A Bill is assigned to one of the Committees based on its topic. Only the Main Sponsor is
guaranteed to be in the Committee with his/her Bill. All other delegates are randomly assigned to a Committee. All Bills in the Committee are discussed, ranked and voted upon. See “Committees” in the Advisor’s Manual
   
  EXPEDITOR  
The Expeditor is the key to keeping track of all the workings of the Legislature. Every Bill must go to the Expeditor’s desk before going anywhere else. When the Bill is passed out of Committee, the Expeditor alternately assigns it to either the Senate or the Assembly. Since there is no way to know in advance where the Bill will go first, it is important that both Sponsors be well prepared to speak on it, not just the Main Sponsor.
 
ASSEMBLY   SENATE
Bill are Docketed in the first Chamber in the order in which they are received from the
Expeditor. Bills are debated according to the guidelines. See “Rules of the Senate” If the Bill is passed, it then moves to the second Chamber.
 
SENATE   ASSEMBLY
Bills are Docketed and debated in the same manner in the second Chamber. However, the
presiding officer may docket Bills that have passed one Chamber before new Bill. If passed, the Bill is sent to…
   
  GOVERNOR  
The Governor studies the Bill and discusses it with the Cabinet. The Sponsors may be invited to discuss any questions or concerns. The Governor then has 3 options:
     
PASS CONDITIONAL VETO VETO
See “Governor’s Actions” for overriding a veto. If signed into Law by the Governor or is a
successful Veto override, the Bill goes to…
   
SUCCESSFUL LEGISLATION BOOKLET
Copies are sent to each Main Sponsor, members of the New Jersey Legislature, the Governor, as well as interested Resource Persons. Many Bills have gone on to be real pieces of New Jersey State law.
