Bills are the catalysts for Committee meetings, Chamber debate, and actions by the Youth Governor. Experience has proven that the better a Bill is prepared, the better the entire experience is for the participant. Consequently it is important that you understand Bills thoroughly: how to write one; the process by which they become law; etc. Writing a Bill is quite simple – if you know a few secrets. The next few pages will reveal some of them to you.
The most important part of writing legislation is selecting a topic, which is meaningful to you. The strength of commitment you feel toward your Bill will surely influence your overall
experience in the Youth Legislature. Whether your interests are in the environment, education, law enforcement, or social services, your Bill should be about something in which you believe.
Every piece of legislation that is signed into law makes some change, great or small in the lives of the people of New Jersey. Each legislator should carefully consider the intent of the proposal and weigh the public need against the suggested solution before sponsoring or voting on any Bill.
