ASSEMBLY CLERKS
There are 2 positions for Assembly Clerk – READING CLERK AND ORDER CLERK
Qualifications
- Must be in 10th grade or higher
- Must be an active delegation member
- Must have demonstrated ability to be a leader at home, school, and community
- Must have basic knowledge of Parliamentary Procedure
- Must be able to keep accurate minutes and to read them clearly and rapidly
- Must exhibit an acceptance of Program goals, philosophy, and rules
Duties and Responsibilities
Reading Clerk
- Is responsible for reading aloud all Bill titles, Amendments, and any other items as
directed by the Speaker
- Takes and records all rolls calls for attendance, as well as roll call votes
- Assists will time-keeping and vote-counts as necessary
Order Clerk
- Is the custodian of all official documents of the Assembly
- Ensures that the Chamber docket is strictly followed
- Receives all Bills from the Senate and places them in the proper order on the docket
- May not sponsor legislation, debate or vote in Chambers
- Keeps detailed records of every vote and every action taken on all Bills
- Sends all Bills to the Expeditor with a clear notation of the vote and/or action taken
by the Chamber
- Exemplifies the Code of Conduct and YMCA Ground Rules
